Corruption can never be completely eradicated from any society because it is a process of delay. Following are the most reasons contributing to this decay:-

ix) Lack of willingness and support of citizens with government in process of fighting against corruption.

Above mentioned reasons leads everyone towards corruption and everyone wants fulfill their needs/wishes in illegal way.
